Adam Development Properties is moving forward with a $45 million multifamily housing project in Bryan, Texas, near Texas A&M University. The Copperfield Drive Apartments will include 360 units at 4251 Boonville Road, about five miles from the university campus. Adam Development, based in College Station and led by Andrew Ball and John Ben Blackburn, expects to begin construction in March and finish by January 2028. The cost per unit is estimated at $125,000 according to filings with the Texas Department of Licensing and Regulation, though these figures are preliminary.
This development marks the most expensive multifamily project recorded in Bryan. It also stands out as the largest such plan since Texas repealed local restrictions on how many unrelated people could live together—rules often referred to as bans on “stealth dorms.” Earlier this year, state lawmakers passed legislation prohibiting relationship-based occupancy codes for college towns with fewer than 250,000 residents. This change directly affects cities like College Station and Bryan, which host both Texas A&M University and Blinn College.
Previously, these cities enforced rules limiting more than four unrelated people from sharing a home outside certain areas—a policy that also applied to apartments in College Station. The new law stopped enforcement of those ordinances starting in September.
The regulatory shift has already impacted the rental market. In November—the latest data available from Zillow—average area rents fell by $7 compared to the previous month. This was the first decline seen in November since 2016, indicating a break from typical seasonal patterns. In October, just after the law took effect, Realtor.com reported an 18 percent increase year-over-year in available rental properties within the county.
As more detached homes become available for rent due to these changes, filling larger apartments—such as five- or six-bedroom units—has become easier for landlords in College Station. However, new multifamily projects planned before 2025 now face increased competition from this expanded supply of single-family rentals.
Adam Development has owned the land for Copperfield Drive Apartments since 2003 based on public records. The company did not respond immediately to requests for comment.
Other developers are also active near Texas A&M University: Parallel recently started work on a $59 million student housing tower on Boyett Street; Subtext began building a two-phase student housing project close to campus with its first phase alone expected to cost over $60 million.
