Austin-based ATX Capital has received initial approval from the city of Kyle for its CityPoint megadevelopment, according to the Austin Business Journal. The 99-acre project, located at 1100 East FM 150, moved forward this week with city consent for annexation, rezoning, and a development agreement. The project still requires a second reading and further steps, including establishing a public improvement district and obtaining a certificate of necessity swap for city utilities. These items are scheduled for discussion at the city council’s meeting on October 21.
ATX Capital purchased the site earlier in the year from Streamline Advisory Partners of San Antonio. The company focuses on preparing undeveloped land for construction or working with other developers on large-scale projects. ATX Capital is also developing Legacy Park, a 94-acre site in Hutto.
Plans for CityPoint include up to 630 multifamily units—comprising both market-rate and affordable housing—alongside 330 single-family and townhome-style residences. There will be about 70,000 square feet of commercial space; specifically, 13 acres are reserved for retail use, 48 acres for single-family homes, and 28 acres for apartments. The development will also donate three acres to the city for municipal facilities and set aside nearly 18 acres for open space, trails, and road improvements.
Construction is planned in four phases through 2038. The first phase is expected between 2027 and 2031 and will feature 315 multifamily units, 150 homes, and about 15,000 square feet of commercial and civic spaces. ATX Capital has agreed that at least one-fifth of all housing will be townhomes—a requirement pushed by council members to support higher density goals outlined in Kyle’s comprehensive plan.
Some council members voiced concerns that earlier versions of the project included more diverse housing options than currently proposed. Council member Bear Heiser noted frustration over these changes.
ATX managing principal Jorge Canavati responded: “The market drove the mix—not intent.”
Mayor Travis Mitchell said: “Existing townhomes in Kyle all do extremely well.”
Urban planning firm Lionheart Places is leading planning efforts for CityPoint. This development joins several other large projects reshaping downtown Kyle as new businesses and mixed-use communities continue to expand throughout this fast-growing suburb about twenty miles south of Austin.
