Governor Greg Abbott has appointed Jerome Greener as the Director of the Texas Regulatory Efficiency Office (TREO). The office was established to identify and remove unnecessary regulations within state agencies, aiming to develop best practices that reduce regulatory burdens on residents.

“Texans deserve a government that protects individual liberty and fosters economic opportunity,” Governor Abbott said. “Through the Texas Regulatory Efficiency Office, we will cut red tape, streamline regulations, and put a check on the growth of the administrative state to keep Texas the best place to live, work, and raise a family. With a proven record of championing limited government and commonsense public policy, Jerome is an exceptional choice to lead TREO as it works to ease burdens on Texans and make government leaner, faster, and more accountable.”

Jerome Greener is based in San Antonio and currently serves as Executive Vice President at the Texas Public Policy Foundation. Before joining this organization in November 2020, he was State Director for Americans for Prosperity and served as Senior Advisor for Americans for Prosperity Action. He studied Politics and Business Administration at the University of Dallas.

Earlier this year, Senate Bill 14 was signed into law by Governor Abbott. This legislation created TREO with responsibilities including assisting state agencies in identifying outdated or ineffective rules, assessing regulatory costs imposed on citizens, and issuing guidelines on how agencies should create new rules along with required analyses such as cost assessments and employment impact statements.

The law also requires collaboration between the Department of Information Resources, Secretary of State, and TREO to develop an accessible website where people can search for state rules by subject matter or see which activities or businesses are regulated.
