Governor Greg Abbott has appointed Lemuel Williams, Jr. as chair of the Texas State Affordable Housing Corporation Board of Directors. David Lewis was also appointed, and Valerie Vargas Cardenas was reappointed to the board for terms ending February 1, 2031. The board is responsible for overseeing affordable housing programs for low-income Texans.
Lemuel Williams, Jr., based in Austin, serves as senior director of technology alliances at Atos IT Solutions and Services, Inc. He holds positions on the Amplify Credit Union Board of Directors and previously served with the Future Forum of the LBJ Presidential Library and on Austin’s Technology and Telecommunications Commission. Williams earned his Bachelor of Arts in Geography and Information Systems from The University of Texas at Austin.
David Lewis, also from Austin, leads Montlake Capital Management, LLC as president and managing member. He is a past director and president of the CFA Society of Dallas–Fort Worth and held similar roles in Seattle’s CFA Society. Currently, he represents the president’s council to the CFA Institute for Central and Southwest U.S., while also serving as advocacy chair for CFA Societies Texas. Lewis received his Bachelor’s degree in Finance from UT Austin and an MBA from Southern Methodist University.
Valerie Vargas Cardenas is executive vice president of Mortgage Banking operations at Texas National Bank in San Juan. She chairs San Juan’s Planning and Zoning Commission and participates in various regional housing committees and associations. Cardenas earned her Bachelor’s degree in Marketing from St. Edward’s University.
