Governor Greg Abbott has reappointed five members to the Texas Industrialized Building Code Council, extending their terms until February 1, 2027. The council is responsible for overseeing the state’s regulation of industrialized housing and buildings.

The appointees are Devin Duvak, Otis Jones, Jr., Binoy Kurien, Scott A. McDonald, and Stephen Shang.

Devin Duvak, from Burleson, serves as vice president of manufacturing at Indicom Buildings/Sunbelt Modular Inc. He is involved with several industry organizations, including the International Code Council and the National Fire Protection Association. Duvak also sits on the Modular Building Institute (MBI) Government Affairs Committee and is a former president of MBI. He holds a Bachelor of Science in Engineering Technology from West Texas A&M University.

Otis Jones, Jr., based in Houston, works as a regional manager at LJB Inc. He previously served as chapter president for the National Society of Black Engineers and remains active in that group. Jones is also affiliated with the American Society of Civil Engineers and the Structural Engineering Association of Texas. He earned his Bachelor of Science in Civil Engineering from Texas A&M University and maintains professional engineering licenses in multiple states.

Binoy Kurien, from Pearland, is code compliance manager at Powell Electrical Systems in Houston. In addition to his professional role, he serves on the board of Hebron Church in Houston. Kurien studied electrical engineering at the University of Houston and brings more than three decades of experience in power distribution.

Scott McDonald resides in Willow Park and acts as director of development services for Denton. His memberships include the Texas Chapter of American Planning Association and Building Officials Association of Texas. McDonald formerly served on the board for the National Institute of Building Sciences. He holds both a Bachelor’s degree in Business Administration and a Master’s degree in Public Administration from Wayland Baptist University, and he is an Army veteran.

Stephen Shang, based in Austin, leads Falcon Structures as chief executive officer. His affiliations include membership with MBI, National Portable Storage Association, Young Presidents’ Organization, and The University of Texas College of Engineering Advisory Council. Shang earned a Bachelor’s degree in Electrical Engineering from UT Austin and completed an entrepreneurial master’s program at Massachusetts Institute of Technology.
