Governor Greg Abbott has reappointed fourteen members to the Texas Health Services Authority Board of Directors, with terms set to expire on June 15, 2027. The board oversees the coordination of health information exchange across Texas.

The reappointed members include Victoria Bryant, Pharm.D., Shannon Calhoun, Salil Deshpande, M.D., Lacey Fails, Calvin Green, Jeff Hoogheem, Kenneth James, Kourtney Kouns, Jerome Lisk, M.D., Leticia Rodriguez, Jonathan Sandstrom Hill, Cynthia Stinson, Ph.D., Wes Tidwell, and Carlos Vital, M.D.

Victoria Bryant is the founder of Ambassadors Caregivers and president of the Faith, Hope and Joy Foundation. She is a fellow for the American Leadership Forum and Leadership Houston Class 31. Bryant received a Doctor of Pharmacy from the University of Houston.

Shannon Calhoun serves as chief revenue officer for IV Ensure and has held leadership roles at Aledade, National Rural Accountable Care Consortium, Caravan Health, and Southeast Texas Health System. Her volunteer work includes service in Goliad County organizations. Calhoun holds a Bachelor of Science in Agronomy from Texas A&M University.

Salil Deshpande is chief medical officer for UnitedHealthcare Community Plan of Texas and serves on several boards including The Living Bank and March of Dimes. He earned his medical degree from Baylor College of Medicine and an MBA from the University of Pennsylvania.

Lacey Fails brings over two decades of healthcare administration experience and is affiliated with several professional associations. She earned her degrees from Texas A&M University Commerce and Texas Tech University Health Sciences Center.

Calvin Green serves as deputy executive commissioner at the Texas Health and Human Services Commission. He holds degrees from Texas A&M University Commerce and the University of North Texas.

Jeffrey Hoogheem directs the Center for Health Emergency Preparedness and Response at the Texas Department of State Health Services. He has more than 18 years in public health preparedness and served over two decades in the US Army.

Kenneth James is chief operating officer at Superior HealthPlan and participates in various performance committees within the organization. He holds a degree from Tarleton State University.

Kourtney Kouns works as regulatory and quality coordinator at United Regional Health Care System and has extensive experience in nursing informatics. She has multiple certifications and degrees from Texas Tech University Health Sciences Center and the University of Colorado Denver.

Jerome Lisk is a neurologist specializing in movement disorders at MD Neurology – Denton and has served as principal investigator for Parkinson’s Disease clinical trials since 2008. He is currently pursuing advanced degrees at The University of Texas at Dallas.

Leticia Rodriguez leads Ward Memorial Hospital as CEO and participates in several community boards in Monahans. She graduated from Lubbock Christian University.

Jonathan Sandstrom Hill serves as general counsel for Capital Commercial Investments, Inc., and is involved with Recycle NOW. He graduated from Boston College and Georgetown University Law Center.

Cynthia Stinson is a registered nurse and consultant for Health Education Resources who works with colleges to educate nursing students. She has multiple degrees in nursing from Lamar University, UT Medical Branch – Galveston, and Texas Woman’s University – Houston.

Wes Tidwell is president of Baylor Scott and White Medical Center – Centennial and serves on various professional boards. He holds degrees from Texas A&M University and the University of Houston.

Carlos J. Vital leads Vital Allergy & Asthma Center as president and CEO and teaches at Texas A&M University College of Medicine. He is active in numerous medical organizations and completed his training at Xavier University of Louisiana and Louisiana State University.
