HS Development starts work on $85M Seabrook Town Centre after delays

Construction has started on Seabrook Town Centre, a 19.5-acre mixed-use development by HS Development Group in Seabrook, Texas. The project is located along Galveston Bay at the intersections of Repsdorph Road, Highway 146, and Lakeside Drive. It will include 320 apartments and approximately 28,500 square feet of retail, restaurant, and office space.

The $85 million project faced delays due to unfavorable capital markets after its initial announcement in mid-2022. Rising interest rates led to a pause in construction lending and equity investment for more than two years. The situation changed in the latter half of last year when banks began returning to the market. NHK Real Estate Investments from Dallas joined as an equity partner, and First Horizon Bank in Houston provided construction financing.

During the delay, HS Development focused on pre-leasing commercial space and securing tenants. Businesses that have signed leases so far include Pomodoro’s Cucina Italiana, Neighborhood Tap, and Tropical Smoothie Café. Negotiations are ongoing with additional food, fitness, and service businesses.

The retail section will be anchored by two buildings totaling about 20,000 square feet around a landscaped courtyard with a stage and water feature. These buildings are about 55 percent pre-leased. Other plans include a 7,500-square-foot building near Highway 146, a 5,000-square-foot building along Lakeside Drive, and four pad sites facing the highway.

The residential portion of the project is called The Edge at Seabrook Town Centre. It will be a four-story apartment complex with amenities such as courtyards, pools, pickleball courts, gyms, and community spaces. Apartments will range from one to three bedrooms between roughly 700 to 1,440 square feet. Monthly rents are expected to range from $1,500 to $3,100.

Apartments are expected to start vertical construction within eight or nine months; retail spaces will follow later this year. HS Development is serving as its own general contractor for the buildout. Initial apartments and some commercial spaces are scheduled for completion within two years with full buildout targeted for the second quarter of 2028.

Multifamily developments are uncommon in Seabrook and surrounding areas. According to HS COO Steve Helm: “City approval hinged on pairing apartments with commercial uses,” which he described as a “game changer” for the local market.

The recent completion of improvements on Highway 146 has also helped attract new investments along this corridor after years of disruption caused by roadwork.
