Texas Department of Insurance (TDI) Deputy Commissioner Jamie Walker has been awarded the Robert Dineen Award, the highest recognition for a state regulator from the National Association of Insurance Commissioners (NAIC).

NAIC President Jon Godfread stated, “Walker’s career reflects remarkable growth, dedication, and leadership in financial regulation. Beginning as an examiner trainee in 2000, she has become a nationally and internationally respected authority in the field.”

Walker began her career at TDI as an examiner trainee. She later became assistant chief examiner in the Examinations Section, associate commissioner of the Licensing Services Section, and assistant deputy commissioner of the Financial Regulation Division. In 2018, she was named deputy commissioner of Financial Regulation.

“For over two decades, Jamie has been a dedicated and forward-thinking regulator whose commitment to excellence has consistently elevated the standards of insurance regulation,” said TDI Commissioner Cassie Brown. “Her leadership, expertise, and collaborative spirit make her exceptionally deserving of this prestigious recognition.”

Walker serves as chair of the Accounting Practices and Procedures Task Force and is a member of several NAIC groups including the Statutory Accounting Principles Working Group, Reinsurance Task Force, Capital Adequacy Task Force, Financial Stability Task Force, and Group Capital Calculation Working Group.

As chair of the Group Solvency Issues Working Group, Walker played a key role in developing NAIC’s “Best Practices in Reviewing Complex Ownership Structures,” which is intended to help regulators review insurance company ownership structures more effectively.

“The guidance is essential to ensure accurate identification of insurance company ultimate controlling persons and promoting greater consistency across the states,” Brown said.
