TxDOT’s Pete Alvarez leads road development amid growth in Rio Grande Valley

Pedro “Pete” Alvarez, head of the Texas Department of Transportation’s (TxDOT) Pharr District, is leading efforts to improve transportation infrastructure in the Rio Grande Valley. Alvarez oversees projects throughout South Texas, focusing on safety and community connectivity.

“We’re here to save lives. We’re here to ensure that everybody gets to their destination,” Alvarez said.

Alvarez was born and raised in McAllen before leaving the region for his engineering studies. He later returned home with a mission to enhance the local transportation system. As district engineer, he emphasizes both problem-solving and broader regional impact.

“This profession allows me to not only solve problems, but affect the region as a whole,” he said.

One significant project under his leadership was building a highway in Mission, Texas. The completion of this project marked a turning point for both the area and Alvarez himself.

“Once we were complete, we saw a transformation of that part of the valley. And then for me, it was like, ‘Wow I played a part in this,’” Alvarez said.

He notes that such projects generate economic opportunities and improve quality of life for residents. With projections showing that the population may double by 2040, planning remains critical for future growth.

“It’s imperative that we understand that we’re building for the future. We already have needs and there’s congestion. Yes, we’re trying to address those, but we also have a long-range plan to ensure that we will be able to handle what’s coming to us,” Alvarez said.

Across Texas and nationwide, transportation agencies are working on similar goals: improving infrastructure resilience and expanding access. For example, new guidance from the U.S. Department of Transportation’s Federal Highway Administration includes $7.3 billion in formula funding aimed at helping states prepare for extreme weather events such as wildfires or flooding under President Biden’s Bipartisan Infrastructure Law (https://www.transportation.gov/briefing-room/biden-administration-announces-new-protect-formula-program-73-billion-bipartisan).

Additionally, federal initiatives support innovation in accessibility through programs like the Inclusive Design Challenge from USDOT which awarded $5 million in prizes for designs enhancing mobility options for people with disabilities (https://www.transportation.gov/briefing-room/anniversary-ada-usdot-announces-winners-its-first-ever-inclusive-design-challenge). The work led by engineers like Alvarez reflects broader trends toward strategic planning and investment intended to keep pace with changing demands on transportation systems.
