John M. Zerwas, MD, has announced his executive leadership team following his official appointment as Chancellor of The University of Texas System by the Board of Regents on August 20. Zerwas previously served as Executive Vice Chancellor for Health Affairs since 2019 and was named Interim Chancellor on June 1, 2025.

“I’m honored by the extraordinary opportunity granted to me by Chairman Eltife and the entire Board of Regents, and I’m grateful to work with my senior team and all the UT institution presidents as we support the important missions and growth of the campuses,” said Zerwas. “In naming my executive leadership team, I didn’t need to look beyond our own professionals here at the UT System. They are among the most experienced, high performing, ethical and strategic advisors anywhere in higher education.”

The new executive leadership team includes Archie Holmes, PhD, who will remain Executive Vice Chancellor for Academic Affairs, overseeing academic administration and supporting research and innovation across UT institutions. Jonathan Pruitt has transitioned to Executive Vice Chancellor and Chief Operating Officer, now responsible for finance, budgeting, technology services, real estate, benefits, and human resources.

Julia Rathgeber will take on expanded responsibilities as Deputy Chancellor and Senior Policy Advisor while continuing her role leading governmental relations efforts at both state and federal levels. Randa Safady will continue as Vice Chancellor for External Affairs, Communications, and Advancement Services—overseeing communications strategy, media relations, philanthropy initiatives, and endowment management.

Dan Sharphorn continues as Vice Chancellor and General Counsel providing legal counsel across various domains including intellectual property rights and compliance matters within the system. Stacey Napier remains General Counsel to the Board of Regents acting as liaison between board members and executive staff.

Melissa Villarreal García was recently promoted to Senior Associate Vice Chancellor and Chief of Staff to the Chancellor after serving in health affairs; she is now advising Zerwas on operational strategy.

Chancellor Zerwas will retain oversight over Health Affairs with David Lakey taking on a greater share of operational responsibilities within that office.
